It’s possible to be a good or not so good captain, and it’s possible for the weather to be good or not so good at sea. Even a skilled captain can encounter stormy weather- the difference is in how they respond to it. Despite sailing well a good captain may, due to circumstance, not make a lot of progress towards their destination or may even stay still, just managing to counteract strong wind and current. This is still good sailing.
